I created a new file with grey layer. These are the two references.

Use the burn tool with Midtones range (so it will work on gray tone), Exposure 20%, to make the outline of the face. I used Wacom Intuous 3.0 tablet.

Draw more detail on the face, only focus on dark areas. Some darkest areas, I need to switch to the shadow mode of burn tool, so I can achieve the desired level of shadow, otherwise they will reach just the midtones

Draw smallest details by zooming different parts on the face

I added the highlight by Dodge tool, Midtones (on midtones) and Shadow (on shadow) range, 20% exposure.

Add more highlights by Dodge tool

Colorizing: use a blank layer on top of the grayscale layer, change the mode to colors and use soft brush to paint on.

At the last step I drew the moon on the top layer, using Screen mode, white soft brush, and erase tool to make details on the moon surface. I didn't use any reference for the moon so if you look carefully, it's nothing similar (but who cares?).
