Paint the area with grey color and use smudge tool to give it a shapes like flames. Name this layer flames.

Below flames layer, create new layer and paint the area with red soft brush of opacity 70%.

Then I Applied this layer hue+30 and solid color Light Purple with the blend mode Hue with opacity 32%.
step 4 of 4
finally I changed the flames layer blend mode to Color Dodge.
