Place the ground and the sky

Mask and place the figures

Make another layer between the ground and the figures and paint the shadows

Use a levels adjustment layer to improve the light and finish blending of the figures

On a new layer draw a circle and add a inner shadow effect trough Layer styles

Mask and add the iris

On a new layer use a thin brush with low opacity to paint the veins and add another layer in overlay mode to add light reflections

Begin masking the wings

Use a levels adjustment layer to modify the light of the wings.

Apply the wings to the eye, add shadows to blend them together

To avoid repetitions move the iris and transform the wings for each of the 7 winged eyes.

Use a soft brush to add depth and blend the horizon

Play a bit with levels and the the color balance to finish.
