Cut out the glove of the source image and rotate it

Duplicate and mirror it

Duplicate those 2 and mirror them again. With layermask erase the areas that dont blend nice

On a new layer create a circle and fill it with grey

Duplicate the grey circle twice and scale them down to smaller sizes. Fill the first one wiht black and the smallest one with white. Rotate them so that they fit nicely on the Grey circle

With a soft brush color a bit of the grey circle

Duplicate the eye circles mirror and resize them

Create a new circle fill it with blue. Duplicate this one, resize it and fill it with white.

Create a new circle, fill it with blue.

Duplicate this one and place it a bit under the first circle. Control click to select the outline and on the first layer hit delete so that only a small part remains

Create a new circle fll it with blue and warp this into a mouth

Create an new circle fill it with red and warp this one to fit in the mouth

Create a rectangle fill it wiht white. Duplicte it and scale the duplicate to a smaller size
