Isolate the head and stretch out the basic shape

Use the liquify, blur and smudge tools to create a strange shaped eye and a feather. The feather will be used later.

Duplicate the eye and flip to make a mask. Use the liquify and smudge tools on the head to further form it.

Take a chunk of the hair and deform to make a blob of a body, using liquify, smudge and warp.

Use the liquify and smudge tools to make a ruffle out of the bulge body. Copy into a few layers to fill it out.

Place the body and change the hue to better match the rest.

Place a couple feathers and a layer over filled with a bluey green gradient clipping mask.

copy them to make a big pile of feathers along the arm. make the back ones a little darker as you go along. Place them on both arms and the head.

Take a piece of the ruffly part of the doll leg and place at the base of the feathers. Adjust the vibrance.

Use pieces of the dolls hair to make mountains using the warp tool. Make the foreground a little brighter than the background.

Use liquify, film grain and dry brush to make the wierd grassy look.

Use the feathers to make the background.

Use a motion blur and brighten then stretch over the whole sky.

Change the hues to a nice contrasting color from the bird person. Add a bright lens flare.
