I filled the background with gradient tool and then used the liquify tool.

with the elliptical marque tool i created the face and filled it with gradient tool

With blending options i created a drop shadow. Then with the brush tool i made the eyes and the mouth.

I just filled the faces with different colours and scattered them around the page. then with the stroke tool i made the border around the page.
