First,Duplicate the main layer and make (Mode/adjustments/levels) (Ctrl+L) to lighten up the highlight place of the photo.

Make a new layer and blending mode is Linear Dodge. And brush the place that can be dark at night. Brush color is black.

Make a spirit with brush. R(77), G(255), B(190) with soft round brush(opacity is you like,but not 100%). In the center of the spirit, seem to be bright, add a little touch with white color. And surrounding, make brush mode to overlay, and and brush as you like it with the first color(opactiy is 10%)

Make some particle lines beside the spirit. Line is made by path tool and then stroke path to fill color(first color). And edit the color as you like. Erase the place of the line that you think it don't need.

Brush(first color, opacity 5%) beside the lines to seem to be bright. Double it if u want to brighter.
step 6 of 6
Add some reflection on water. Then, finalize the photo.
