make a copy of the image and desaturate the copy,then again make of copy of previous one and invert,change the blending mode to color dodge and adjust the guassian blur.

used pentool for borders and added colors

added oil painting effect and win effect

added a background gradient ,blended all layers one after the other used some clouds to get this

added a new layer by using water painting brushes and erased accordingly by using clipping mask and finally to get this
