I started with (hopefully) organic looking clouds, a pentagon with the help of the shape tool, and an eye that I created. That in itself was a several step process that I can elaborate if anyone wants to know.

Drawing of the basic layout of my picture and more detailed drawings of some of the elements. The cloud shadings were added with the rose chroma brush at large size and low opacity.

More detail added. I later decided that the "blanket" animal did not add to the picture.
step 4 of 6
Added more detail then merged everything but the clouds into one layer.
step 5 of 6
Masked the merged layer to blend it into the clouds and soften some of the edges.

Added a soft light layer of 50% gray on top of everything to touch up the light and shadows a little
