I took a picture of my cat for this one. I wanted to use only one view of my cat, sometimes I love challenging myself LOL.
It would be easier if you have a side-, top- and front-view.

Create a plane, switch to Edit-mode, and delete 3 of the 4 points of the plane. choose a starting point in the picture, and extract the single point to get a shape. Then repeat extracting until you have retraced the object. (it don't have to be too detailed, you can put an subdivision surface modifier to smoothen your shape)

Add a sphere for the eye, and put a texture on it.
I also put an reflection map on the sphere. (see image at the end of this SBS)

Here's the eye texture I created in photoshop:

Activate "Hair" in physics. Define your hair (length and amount). Then switch to Particle-mode, and use "Comb" to style the hair so that it looks the way you want.

I put a texture on the hair, to get different color

Then, just put all together, and render.

So I open photoshop, and add a few more hairs just above the eye:
