To begin with I did some basic work creating an outline to isolate the statue, boosting contrast and desaturating a bit with a Black and White filter at low opacity.
For the metallic effect I have created an action. First I make a curves layer and create the wave pattern you see in the image, this layer is in normal blend mode and 100% opacity, then I duplicate that curves layer and set the duplicate to overlay mode. This creates a high contrast psychedelic effect with crazy colours. To remove the colours I added a Black and White layer and adjusted the tonal values until I liked the result. Then I added a gold tint layer and masked off the wings and hair areas which look silver.
The metallic effect and toning layers all went into a group folder which I masked to affect only the statue with the outline I had previously made. Some blurring and sharpening gave it a soft focus glowing effect but kept the statue sharp. I added in the irises from one of my own photos and added a colour overlay and some layer effects to make it look more realistic. I used a lens blur filter on the background to make it look like a realistic out of focus area.
I painted on a drab golden colour on a separate layer set to linear dodge to create the effect of a glowing light on and around the statue. Finally, I cropped the image until I was happy with the composition and added a slight vignette to the edges.
