Put a dark blue layer over everything with a Multiply blend. Then started adding color layers above the blue overcolor for brighter lights using the Color Dodge blend.

Continue with glows for individual lights using 8 to 18 percent opacity on the already Color Dodged layers.

Select and copy a layer of sunny part of this building to be darkened and blended then blended.

Applied and tweaked exposure filter over the shadowed area on the right while masking out the clock.

Fix shadow on building behind tower. Finalized with tweaks, Camera Raw Filter, and decided to crop further for composition.
