use liquefy to fatten and warp image .. cut off head warp, liquefy eye to enlarge. repaint eyes .

moving mouth. dissect fish mouth put on different layers and paint an inner mouth.. switch off and on layers to make mouth open and close.

Cat.. merge different aspects of cat.. eyes liquefy .. paint on different layers eye positions and high lights .. open and close layers to give different looks. same with eye lids. cut off fur and paint an eye lid shape.. pin fur to it.
