step 2 of 6

Spend half a day gathering suitable pictures from the net. :-0
Place the ocean and sunset photos on layers and blend them together to make a suitable background.

step 3 of 6

Cut sea creatures from their backgrounds and add to the scene.
Don't forget to add some decent shadows so the shadow police don't fine you. ;-)
Shadows help with the floating illusion.
Make sure to link all shadows with the creatures they belong to in case you want to move them.

step 4 of 6

Cut out both octopus and create a new one with tentacles in the air.
Cut out debris to add to the scene.
Make another shadow for the ocean floor.
Lose count of layers and stop bothering to name them.

step 5 of 6

Add another layer of the previously merged background and blend it on multiply mode to make the ocean darker.
Paint on more water splashes and some bubbles.

step 6 of 6

Decide the orange and green tint is too warm looking and needs cooling down to more blue and pink shades.
Give it a touch of the oil filter.
Mix the blues and pinks to make a purple color for the font and add the message to the poster. Font is Comic Sans MS.
Hope the message gets through and people stop throwing rubbish in the ocean. :-)
