Cut hydrant from background.

Cut parts away from main body.

Clone body area. Duplicate a few times and transform to make thin lines on top of new body area. Add small drop shadows to the new lines to help them stand out a bit more.

Warp body to make the hydrant bend over. Cut chain off. Transform and reposition the side bits for "eyes"
Add drop shadows under "eyes"

Transform and reposition base and top.

Copy a section from the top, duplicate three times, warp and reposition to make mouth outline. Copy chain a few times, transform and attach to "top lip".

Add a gradient fill to background and start painting on water splashes.
Lighten the right side of hydrant.

Paint on more splashes and play around with color adjustments.

Add some yellow highlights and play around with the hue, saturation and blending modes some more.
The last layer I did was a bright red flood fill which was blended on saturation mode. That is how the different colors in the final water splashes were made.
