Copy and paste parts of tap, rearrange, transform and warp slightly to make an outfit as shown.

Draw in a rough idea of shapes to follow when placing water splashes so they look something like a weight lifter.
This line drawing is deleted in the end.

Copy and paste the tap handle to make some weights. Copy, paste and extend the dark area under the tap handle to make the lifting bar. Slightly warp the bar so its not perfectly straight.

Create a strange watery weight lifter with splash brushes, warping and transforming them as necessary.

Add the ocean background. Select the area above the horizon line, feather it by 20 pixels, copy and paste it onto a new layer. Pull it down to cover the sharp horizon line.
Adjust all colors and contrast, make background darker so the watery weightlifter stands out. Darken "outfit" by lowering exposure. Adjust levels.
