Using sources 1 & 2 make a new background. I cloned out the lighthouse and mountains from source 1 because I just wanted the clouds. Source 2 was flipped horizontally and colors adjusted to match.

Apply a transparent glassy effect to dancer.

Place transparent dancer onto background.
Add body parts of dancer.
Slightly warp background to fit better around the foot.

Using splash brushes, paint splashes around the model.
I painted each splash onto a new layer, rotated and warped them to match the clothing lines. I ended up with 80 splash layers altogether.
Some of the splash layers had emboss layer effects added.
