Add color fill layer below Composite layer color red #DD4C4C
add a Pattern overlay layer style using Pastel Paper texture Opac 64 scale 25
from this point forward I increased screen view to 100% in order to see what actually is going on. Made main composite layer above it a Hard Mix blending mode.

step 4 of 6

Clip three adjustment layers to image:
Black and white to remove extraneous colors not neeeded.
Levels to increase the density of red dots.
Photo filter Warming Filter (85) at 50% to add yellows to image.
Then placed rose cut-out. Decided to color rose white and to blend it in later in the camera raw stage so it shows up better against the man's redish face.

Creation of Tango: Step 4
( hi-res )

step 5 of 6

Made composite layer of everything so far. Added another radial blur filter with Darken blend mode and opacity 48. Also a camera raw vibrance adjustment and a vignette.

Creation of Tango: Step 5
( hi-res )

step 6 of 6

Further adjustments- orange color fill at 33% opacity to tone down the harsh yellow. as well as hue/sat to tone down yellow. Final levels adjustment.
Here is pic of with layers displayed. Due to the effect of the Hard Mix blend on everything. The resulting jpg or png image will always look different than it does inside Photoshop. Zooming PS to 100% helps you to see whats going on better.
