Not exactly sure what effect you were going for here but it looks a bit sloppy and i'm confused with the 2 blue lights and the yellow bar...

This is a bridge over a duck pond which is lit up at night. The bar to the left is a lamp whilst the blue light in front is a reflection in the water or maybe part of one of the blue lit fountains. Not sure about the blue across the front though, bit of a mystery there. Of course the bottle of wine I'd just enjoyed with dinner that night probably didn't help.
Thank you guys, I think if I would need a stable picture of the night town then I'll use a tripod.

Just use your rear view mirror and a rubber band. Trust me it works great for small cameras like the canon elph, however, if it's a bigger camera like the Nicon D300, then not so much. The lights being the sharpest and everything blurred is the best effect. GL.

Thanks Jawshoewah This is really great advise! May be lights would be sharper this way. Waiviness is due to the quality of the road though.
