It is a cool photo but I see what you mean by bad quality. You could fix it a little, first straiten the horizon, it seems to tilt slightly to the left. You might also try bumping up the contrast and put it into grayscale and see how it looks. Overall, it does have a Mad Max feel to it.

Whatever that is on the right/bottom corner is distracting. I suggest cropping it out and maybe play around with curve or hue/saturation.

Should I expect it to be full of people? It's not exactly your local shopping center. Just because it's absent of humans doesn't make it empty, i.e. The statues.
