I'm glad you asked Jean. On purpose. I was playing around with kinetic energy shots. The way I got this shot was by keeping a lower exposure, focusing on the tree and after the shutter release, I quickly spun to the left.
Thank you very much Friiskiwi. This is an absolute must to view the high resolution to get any perspective on the shot. The original photo is over 30 mb so I had to reduce this quite a bit for pxl.
Did you change the picture once? This is obviously outside. The high res is quite stunning. GL!

Took this picture on Constitution Plaza last year. I did not hold the camera still long enough and I got this. But now I know it's an actual technique. (5 years and 3298 days ago)
