This is in Singapore and the building is part of the Marina Bay Sands Hotel. The "platform" on top is the Skypark which is 57 storeys high and houses a long swimming pool.

Not really a high-speed stop motion IMHO...last time I checked clouds and contrails don't really move all that fast?
