The quality is great and it's very attractive but isn't this a fence?

Railings basically form some sort of physical barrier, mostly for safety reasons, like between water and land, a sudden drop in height, a place of potential hazard. Fences are basically physical "dividers", markers to demarcate territory and possessions. Both however can be made of the same material and even similar in design, hence the confusion. The difference lay in the "intention" for which it is put up. That's why you say "good fences make good neighbors" and not "good railings....."
