A VERY SIMPLE test would be to show the photo to any 1 or 2 people, and ask, "What do you think this is a photo of?" Give them 2 chances to get it right. 3 or 4 even.
While "windows" would be close, "shutters" would probably NOT be guessed at.
So yes, while the photo is "on theme," that does not mean it accurately or effectively captures the theme, which are shutters. Not houses, foliage, cars, or other visually distracting elements...

True, but if you read the goal carefully, you will see that this is totally on theme. The theme seems to be pretty wide.
