Yes it's a mail box. If you look at the box under the small windows there is a magazine. It is not clearly distinguishable because the sun reflects on it 
I like how it has a little picture of an envelope on it so we know what it's for

It also looks like its mounted on a street light utility pole. Saves the effort of setting your own post.
