Lovely photo, I would have cropped a little off the right side, which would have put more focus on the lovely girl.

For me it seem like a simple cloudy day, otherwise the picture is great, but a little bit off topic.

Umbrellas are up, so it must be raining. Not many people walk around with raised umbrellas when it isn't raining. Good one.

Nice composition, the light area in the middle. The Ferris wheel looks like to draw the light towards it.

The shot is lovely. Its my favourite sort of moody shot. I hope you do well with it and that the fact that it isn't pouring down doesn't make much difference
