It's a lovely photo, but could be better, IMO. Thing of the rule of thirds, crop a bit of the bottom and some off the top, and I think you will have a much more powerful photo.
I just checked -20F = -28.9C, I can't even comprehend how cold that could be, where was the photo taken?

To answer your question... we live in central New York state. We have some pretty bitter winters sometimes. We live immediately southeast of Lake Ontario, so (sometimes) Arctic air comes down over the lake and picks up moisture, and dumps it as snow when it gets back over land (us). We average about 15 ft (4.5 meters) of snow a year. And, when it doesn't snow, we still sometimes get that Arctic cold. It isn't always as cold as in that picture, but in early february it can go there four or five times a year.
