This doesn't work well in black and white, because the hair is too dark, and blends in with the background, while the face and lighter pattern of the floor take dominance. The excess space at the bottom of the dress push the subject (the hair) even more to the background by minimizing the space it occupies of the picture plane. I'd crop the bottom 1/3 of the photo off, so that the hair and face occupy the top half of the photo. This would then give the hair more prominence.
i allway fell like cheating if i crop a picture in photoshop.
There are a lot of things you can do in Photoshop that are allowed, cropping is certainly one of them, as is the use of curves, sharpening, noise reduction, most things that is done to the whole image.
