IMO this is not selective colouring, but has been desaturated by channels, something that is allowed, as any desaturation done is done to the whole image.
sorry, I did not understand. Desaturate it with channels, but no mask or otherwise does not save a color. an explanation would be appreciated

You can reduce all the red colours and all the green and that will just leave blue.
You can't reduce colours in some part of the image only.
I aslo dont understand?
no selection? a SBS with original?
I took 2 layers, black and white on bottom, color on top. Then I just flicked through layer settings of the colored one.
