Sorry but I found that stupid law on a french website.
http://www.vadeker.net/articles/humour/lois_stupides.html
"Tout le monde doit avoir une botte de foin chez soi au cas où le roi passerait avec son cheval."
Which means :
"Everyone must have a bale of hay at home in case the king would pass with his horse" (5 years and 2608 days ago)

Good one
Good research - nice shot
Great B&W
This guy must live near the palace...
it appears that this person is not breaking this law, but complying with it.
It's not mentionned in the rules that the picture must break the law ...
In the description of the theme, Kyricom mentioned that entrants should put where their activity (in the photo) is illegal in the description. IMO, this means that the entry should depict the illegal activity. Just my opinion though. I suppose its all how you interpret the wordage. It should of been clarified.
A bit late to complain or ask for more clarification. I think this photo illustrates the 'law', To follow your thinking we would have a photo with no bales, which would give us no hint at the law what so ever.
Well, Kyricom told that in the discussion about the theme. It's not where the rules are written, it's only a proposal. The rules say " Your task is to choose one law, think about a creative way how to take a shot of it" and I think I've made it.
Your logic is flawed. How in the world does a pile of hay bales give me any hint about any law ?? And I am not complaining. Just stating my opinion. It is what it is !!
Howdie stranger!
