I thought that was what this was, but it still doesn't look like a ruin to me...looks like a bridge in progress.
You can see the road signs. They are only put on a bridge or a road when everything else is finished...
Unfortunately it is not so. Maybe I have taken for granted that the image was recognizable because the event was really dramatic. But It can be a clue the absence of machinery for the construction..and yes ..also the road signs.
