For me it seem like a simple cloudy day, otherwise the picture is great, but a little bit off topic.

Umbrellas are up, so it must be raining. Not many people walk around with raised umbrellas when it isn't raining. Good one.

Nice composition, the light area in the middle. The Ferris wheel looks like to draw the light towards it.

A great photo, special moment, but in my screen looks more like fog than rain...
It was very heavy rain - 4mm in about 5 minutes. Unfortunately I also watched the new gravel I'd just put on my driveway wash down it. I guess I know what I'm doing tomorrow
