How did you accomplish this effect author...?Is it a camera filter or a technique...?
I think it is shooting with the zoom, then it is not a rays, just a trails of the lights.

will wavelength (=color) shift by zooming? uh oh, physics… maybe sort of a lensbaby kind of prism?

Well, I agree about the color change, but light rays, that repeat the shape of the light bulb?!

Smoke photographed against a black background. Normal raw processing, Then in Photoshop; check with curves and sharpness
Finally invert the image. It's that simple, but very effective.

As a general rule, you are allowed to all adjustments which act on the whole picture and on exactly one picture (a.k.a. non selective editing). This includes:
- 6.2.: Curves
- 6.5.: Color adjustments/shifting
- 6.10.: Sharpness
- 6.13.: Camera raw editing
