Why is this not falling? I don't see a jump here. They might have jumped off the cliff but at this point I see someone falling into a lake, not jumping.

Give us a break, if that's the case then any jump in this competition is off theme unless the author can prove the photo was taken while the person was moving up.

I understand what you are saying regarding jawshoewhah's comment, and I suppose this would technically be classed as cliff jumping/diving rather than falling. However this IMO is really close to off theme. I would have initially called this off theme, however thinking about it I am not so sure any more. I wouldn't like to say either way!
