Thank you guys for comments. It isn't root, it's a part of tree trunk, or old brunch grown around the fence.
Unfortunately somebody already altered natural appearance with "stay on" marker, I'm passing by this tree already more then a year, and it doesn't come off.

This would have worked well for the zodiac contest as well. Nice find.
