There is no detail in the 'river' which mean that the highlights are blown (over exposed), this is the reason the water 'looks to white'

I think yu owuld have been better off, moving in much closer to focus on the links
To my interpretation, the fence, the checkerboard sign and the background is linked together. Just a different concept than another close up of a piece of chain. The joy of photography is the different interpretations of the same subject. Thanks for your thoughts, though.
