lol...they may not have fluttered like a real flag, but they were flapping in the wind. If you've ever been to Estes Park, it's almost always windy there.

I think you are missing the point. They are supposed to look like they are flapping in the wind and they don't. I'm sure it's a windy place but just because you say it is, doesn't make it anymore windy in the shot.
