That is something you are gonna have to ask a stonemason. I can only presume its because the lettering was not engraved but rather added onto the slab, as in a separate material. I found this in my local cemetary, it's a large plot with one gravestone standing up, and this broken stone on the ground right next to it still within the plot puzzled back together by someone.
