I think he symbolizes authority but he's so small against the city that his authority really is more symbolic than real. There's just so much that can be seen in the photo. Weapons combined with a kind face for example.

I like it. And yes, he is small to compare to the City. But just try to make a turn from the wrong lane (for example) and you'll see his power.
