Nice work. Some suggestions, if you have time to fixed them. The size of babies are equal to her mother. Some scaling of babies will make it great. Shadow on branch under mother and some on babies. Why there is black spot on left side of image? Finally get rid of nest on ground because babies are already living in the hole of tree. Good Luck

The black spot is shading but the monitor I was working on didn't have a good contrast, so I thought the shading came out well (which obviously it didn;t) .
The nest on the ground is just the hideout for the glowworms.
I would personally get rid of some of the fins, as atomically they aren't needed and if they are they would now be in the wrong place to be doing any good... (back fin for example)
Also, her top garment is morphing into her body?... a little distinction between the two would improve on that

if the girls blouse had that much light then her fish half would have a little of that light...try the dodge tool on the underside of the belly///good luck

There a tons of tutorials for this effect...I haven`t followed one, nor have I used any special filters or brush`s that the tutorials tend to use. (5 years and 3401 days ago)
I can understand the frame.. but I think it would be even more effective without it... the image is kinda screaming to be free and the frame boxes it in.. but that is IMHO... (great job all around in the creation)
Just the source was used. I found this young lady's beautiful face, her hair blowing in the breeze, was the perfect place to create 'dandelion parachutes'. The dandelion was created from her hair, by the way. (5 years and 3400 days ago)
I love the idea, but maybe some ideas to improve? Hair is always diffecult to do, try to make the layer with the hair you added a bit transparant and then blur it with a soft 5px brush (make a new layer for this and make sure you blur all layers, check the box on top).
Furthermore you could try to warp the mouth a bit so it looks like she's actually blowing.
Like I said they are just ideas, GL on your entry.
Yeah.. it's a bit symmetrical. But not that much of a problem. I would lose the hair below its eyes and show some ears to make it appear a bit more realistic. Very nice idea and indeed a dramatic effect..
