Show us how Atlantis looked like in your opinion, a deep sea monster, mermaids, an object which looks different underwater then above or anything you want. It's up to you.

I got the ocean water and sky at the top, from the island pic... I cloned part of the island and worked on the sky basically... the water below is lots of layer effects and gradients... the sunrays... below the ocean is a triangular selection filled with white to none... 50%... screen...effect and duplicated... used mask layer on the statue.. added the fish all around.. and made bubbles with a very small brush....
