I cannot remember all the steps I took to get to this point I do remember I inverted the colours made a cutout of the tower changed the colours then re-blended the layer into the image. I then used the newspaper and mosaic filters available in gimp.
(i am sorry I did not save my steps I am new to the site and this is my first upload if you need to you can remove it I am not sure how 
)
