It can be any liquid you want and at least one drop must splashing around. Other objects and scenes can be present in your picture as well. An example of a splash effect can be found here.

..The rain is made using a black and white filled layer.... add noise... and motion blur....layer effect . Used the brushes to make the splash... and smudged some down . Duplicated the bird and made the branch longer.... (5 years and 358 days ago)
