I first moved one of the lanterns down and made the cord from which it is dangling with the clone stamp tool. Then I used different blending modes (overlay and multiply) to get the feel of a dark cold night. After that I blended in an external sky and created some rain with the noise filter. I finished off by making the lanterns a bit brighter with the blending mode overlay. (5 years and 3876 days ago)

I really like the mood you have in the photo. Although, in the high res i noticed some of the blue from the original sky is still there. Try trimming it a little, just my suggestion.
