Looks like three fires to me, not a storm, and it's just brushes...
This is all brushes...nice work...but with only brushes author only have to imagine project,nothing else...CMYK is right,this is not a storm,at all...
I think it's a matter of opinion and you have to admit, it's unusual to see fire storms caused by dragons. Only suggestion I would make is figure out how to make dark clouds overhead and add some fire bolts to show a storm. As far as creativity, I think it rocks.
Seems off-theme to me... but good luck
