I am a little confused by the fact that the people aren't running and screaming
but I like it anyhow

Like the color palette and the dramatic silhouettes. Nevertheless, to me, the casual poses of the people still seem at odds with the chaos around them. But then again I do tend to prefer the literal depictions of idioms over the figurative depictions such as this.
