Why would a seagull have a problem escaping from a fence?
I think its trying to escape the pollution. The various elements need to be better blended, author. Try adding some shadows and adjustment layers to make make them look less cut and pastey.
Aside from what's already mentioned, try to soften the edges of the smoke.
