The red part of the hull would be below the waterline, which is why it's called a waterline.
This boat is a shipping hazard indeed. You cannot really see, but it is empty : nobody inside, no freight either. It was abandoned by drug smugglers after being pursued by a custom vessel. The captain and his crew jumped into the sea. They are still missing ever since.
