Have the dog's bow-ties going in "Red, White, and Blue" order from left to right. If you can, keep the collars to hold the bow-ties.
err umm... the reason I named the piece "Free Dogs" was because I removed the collars (it was the whole point of the creation) I placed the bow ties (especially the blue one) to counter balance the background. Old design tactic from the ancient days of newspaper layout. Placing them in the "red, white and blue" order just seemed a little on the nose to me, but then again I do understand your point and appreciate/respect your suggestion.
