This is primarily photoshop with one outside source. I used smart sharpen on the mask image and worked to marry photos with illustration. Even the background is from the contest source. Combination of noise and texture filters with gaussian blurs created the textures. (5 years and 3829 days ago)

I haven't seen this one the first time....but....it is an awesome job indeed! It can very well work as a game or cartoon concept! I only wish you were more explicit in the SBS, so that we could all learn how to get to do such a great image! I would personally be interested in an official tutorial, as I would like to learn how to give some of my images such a great glow and such perfect shadows and highlights! Best of luck!

Thanks to all for the comments and congrats. Sigi said I should credit vicspa. The clown with a puppet has been done many times by many artists. In the old PST vicspa made one and so did hyperorbit. It's a fun concept and it's different every time. Truth be told vicspa has been my friend and colleague for more than 15 years. He introduced me to this site and has taught me much about photoshop, I owe him a great deal.

Cool...a dog that can walk on water...
The original photo is sunny so in order to make the fog natural you should also try to desaturate the water plants. Also add some blur on the dog, he's in the background and in the fog so he shouldn't look so sharp.
